Political French Railway Schemes (Confidential).
The French Consul has, during the past quarter, continued with untiring activity to press upon the Viceroy applications for Railway Concessions. Of these applications perhaps the most important is that which refers to a line from Canton to Wuchow. M. Hardouin has now been requested to inform the Syndicate that they should enter into negotiations with his Excellency Shêng, as the Viceroy has no authority to grant any such Concessions. These matters have already been reported in despatches Nos. 21 and 28, General, Confidential.
The following Regulations, submitted for the Viceroy's acceptance, appear to refer particularly, although not solely, to the desired Concession in Hainan.
Regulations fixed by Agreement, drawn up with a view to the construction of railways in Hainan and other places.
